En el artículo se explorará cuál ha sido el papel de las organizaciones internacionales en la
puesta en marcha de la política educativa de descentralización en Argentina durante los años
noventa del siglo pasado. Se analizará, para ello, la participación de dos organizaciones con fuerte
presencia en la región: el Banco Mundial y la Organización de los Estados Iberoamericanos
para la Educación, la Ciencia y la Cultura (OEI). Se considera que, en el país, la aplicación de
estrategias descentralizadoras estuvo estrechamente relacionada con una corriente internacional
de reformas educativas. Dentro de esta corriente el discurso descentralizador ha ocupado
un lugar central,presentándose como uno de los conceptos claves de la retórica educativa internacional
y como un medio privilegiado para lograr el aumento de la eficacia global del sistema
educativo.Se plantea,por tanto,la existencia de un proceso de transferencia de las políticas educativas,
jugando las organizaciones internacionales un papel central en el mismo, en tanto se
han convertido en uno de sus principales promotores. |

International Organisations and Educational Reforms The World Bank, the OEI
(Ibero-American States for Education) and the educational de-centralisation policy in the
Argentina of the nineties
This paper explores the role of the international organisations in the implementation of de-centralising educational policies in Argentina over the last decade.With that purpose in
mind, the participation of two organisations very significant in the region will be analysed: the
World Bank and the Organization for the Ibero-American States for Education, Science and
Culture (OEI). It is believed that, in Argentina, the application of de-centralising strategies was
closely linked to an international inclination for educational reforms.Within this current, the
de-centralising discourse has taken a central position, turning into one of the key concepts of
the international educational rhetoric and a privileged means to attain an increase in the global
efficiency of the education system. Thus, the existence of a process to transfer educational
policies is suggested, with international organisations playing a key role, given that they are
among the major promoters. |
